5.—(1) The condition specified in this regulation is attached to each remote casino operating licence, including remote casino operating licences issued before this regulation comes into force. The Alderney Gambling Control Commission (AGCC) is the regulatory body that oversees gambling activities within the States of Alderney, which is one of the Channel Islands. Casino advertising is tightly regulated to protect consumers, with casino advertising rules enforced by the Advertising Standards Authority (ASA).
454.A casino premises licence will also authorise the provision of facilities for betting, where the licensee or a person authorised in writing by the licensee holds a relevant betting operating licence. 452.This section authorises the provision of facilities for “virtual” betting in casinos and on betting premises. This section contains the gaming machine entitlements which apply to the different types of premises licence issued under this Part. These respondents would prefer to see table games as the most common activity under a casino licence, highlighting that table games are more likely to lead to breaks in play. An examination of the responses shows that respondents were of the view that the maximum entitlement would apply per licence, with no restrictions on the overall maximum per physical location. More respondents were opposed than in favour, but this largely stemmed from those who are opposed to any increases in the supply of gambling opportunities, rather than operators and industry stakeholders. Subsequent discussions with industry have indicated that this would equate to the majority of casinos in practice. Seven operators replied to this section of the consultation, some of which account for multiple venues and a significant proportion of the land-based casino sector.

Since January 2026, UKGC licensed operators are not allowed to offer wagering requirements of more than 10x for any bonus offers advertised.
Therefore, under Option 1, we believe there is significant potential for operators to offer predominantly Category B cabinets while meeting their Category C and D ratio through in-fills and tablets. This is a necessary objective to help mitigate against gambling-related harm. We are particularly concerned that Option 1 may encourage new operators to enter the market with the specific intention of maximising their Category B cabinet offer in this way. Therefore, some respondents argued that Option 3 would be the most sensible long-term approach for securing safer gambling functionality and messaging across these venues. However, overall almost half of respondents from the arcade and bingo sector acknowledged that Option 3 posed a risk of increasing gambling-related harm. There was a general consensus across respondents that Option 3 presented the greatest risk of increasing rates of gambling-related harm.

However, it should be noted that respondents were most likely to have spent their own money on types of gambling activity that are legal or do not feature age restricted products, such as penny pusher or claw grab arcade games. Affiliates are also coming under increased scrutiny (at least politically) and the links between gambling advertising and sport are likewise coming under increased political scrutiny. However, there was some disagreement over some of the additional proposals that we set out in the consultation aimed at preventing those under 18 from using these machines. ‘Cash-out’ slot-style machines have a maximum stake of 1 pence and a maximum prize of £5, while ‘ticket-out’ slot-style machines have a maximum stake of 30 pence and an equivalent of a prize worth up to £8. There are 2 types of Category D slot-style machines, one that pays out a small amount of cash, and one that pays out tickets which can be exchanged for a small prize, toy or sweet. Currently, Category D machines have no age restrictions and include a range of low stake machines, such as coin casino not on gamstop push, crane grabs and slot-style fruit machines. The consultation proposed to make it an offence for a person to invite, cause or permit a child or young person to use ‘cash-out’ Category D slot-style machines.

The government proposes that a new regime will apply to 1968 Act casinos that seek to increase their gaming machine entitlement. There were mixed views on casinos’ ability to hold multiple licences at the same physical location. It was proposed that the requirements would form part of a new regime that operators would have the option of moving onto, taking up a new gaming machine entitlement under the new rules.
Bingo licence activities
If an online casino loses its UKGC license, the operator can lose the right to run and onboard players in the UK. The UKGC public register is free to use and displays important details about a casino’s licence status and validity. As of January 2026, operators licensed by the UKGC can’t offer bonuses with wagering requirements above 10x to players in the UK. Every licensed casino in the UK is required to display an approved ADR service for any disputes or complaints.
Industry responses suggested that the projected uplift in GGY under Options 1 and 3, and conversely, the decrease or no impact in GGY under Option 2, corresponds directly with the ability to site Category B gaming machines. A central objective behind the reform of the 80/20 rule is to enable operators to have greater commercial flexibility over their product offer of Category B, C and D gaming machines. This means, for example, that operators will be able to site 2 Category B cabinet gaming machines to a minimum of one Category C or D gaming machine. The government intends to amend the current gaming machine ratio to allow operators to make 2 Category B gaming machines available to a minimum of one Category C and D gaming machine. Equally, we want to ensure that customers receive a genuine offer of lower staking gaming machines as an important mitigation against gambling-related harm.
Many large international betting and casino brands are based in Gibraltar due to its business-friendly environment and established regulatory framework. It was created when Gibraltar passed its Gambling Act 2005 (Gibraltar), and its purpose is to ensure that all licensed operators maintain high standards of fairness, integrity, and player protection. For casinos moving onto the new regime, section 187 of the Gambling Act 2005 should require operators to apply to the licensing authority to vary their premises licence. We agree that operators should be required to notify licensing authorities and the Gambling Commission if they decide to take-up the entitlement to additional gaming machines under the new regime. Option (1) would provide fairness and consistency across all casinos that are able to site 80 machines. We are also consulting on whether the maximum size of a 1968 Act casino’s gambling area must – like that of a Small 2005 Act casino – be less than 1,500sqm, if it resolves to exercise its entitlement to more than 20 machines (including at least one Category B machine). The tables below outline current and proposed space requirements for 2005 Act casinos, and 1968 Act casinos which seek to increase their gaming machine entitlement above 20 (including at least one Category B machine). This would ensure that regardless of the size of venue, most casinos will be able to site the same proportion of machines to tables. This would mean the introduction of a machine-to-table ratio for 1968 Act casinos that seek to increase their Category B gaming machine entitlement above 20, and a change to the machine-to-table ratio currently in place for Small 2005 Act casinos. It was also noted from the call for evidence that where other jurisdictions apply a machine to table ratio, all currently permit a greater proportion of gaming machines in comparison to Great Britain.
